Contractors and outsourcing defined in standard ISO 45001:2018

The new standard 45001:2018 in chapter 8.1.4 Mediation and Purchasing, divided the management of mediation and purchasing of products and services into two groups:


Contractors - standard clause 8.1.4.2
The organization shall coordinate its brokerage and purchasing process (s) with its contractors in order to identify hazards and assess and manage the OHS risks arising from
(a) the activities and operations of contractors that have an impact on the organization;
(b) the activities and operations of the organization which have an impact on the contractors' staff;
(c) the activities and operations of contractors who have an impact on other stakeholders in the workplace.
The organization must ensure that contractors and their personnel meet the requirements of the organization's OSH management system. The brokerage and purchasing organization process (es) must define and apply occupational safety and health criteria for the selection of contractors.
It may be useful to include occupational safety and health criteria in contract documents.


Outsourcing supplier - clause 8.1.4.3
The organization must ensure the management of external functions and processes. The organization must ensure that its outsourcing measures are in accordance with legal and other requirements and with the achievement of the planned outputs of the OHS management system.
The type and level of management applied to these functions and processes must be defined within the OHS management system.
Coordination with external providers can help the organization address any impact that outsourcing has on OHS performance.

Explanation of the difference between a contractor and an outsourced supplier:

Contract supplier:
If the waste is handed over to a company authorized to dispose of waste, but the company's own waste management, e.g. waste collection is provided by the employees of the original waste generator, provided by your company, so the company taking the waste is a contractual supplier.
 

Outsourcing:

The entire process of waste management on the company's premises and waste collection is provided by an authorized organization or a person authorized to dispose of waste - this is outsourcing.


It is important whether he provides this activity/process comprehensively and whether he uses his own employees for this service.
